The agreement, signed in October 2003, will end on the 31 December 2013.

Negotiations on the new agreement began in Portugal last February, and have been developing throughout the year through regular contacts with the Portuguese authorities.

The trouble spots are in fixing territorial water limits, closed periods in inland waters, technical measures applied to Spanish and Portuguese fleets in inland waters and market problems.
