"Conventional-sea fishing vessels have been struggling with low profitability for several years. Based on an overall assessment, I have arrived at a proposal which can help to reverse this trend," said Ms Berg-Hansen.
The consultation paper asks the Ministry to a limited lifting of the quota for cod and haddock.
The consultation deadline is set for 25 May 2012.
